From the point of view of origin space, international migration is first of all a loss (temporary or definitive, in accordance with the migration type) of individuals, with everything they are. There are some individual inseparable resources, that is why space "exits" in human terms are considered very important for development from the point of view of consequences upon labor force market and its effects upon human capital stock in the origin country. The key elements is the assumption that for origin countries, international migration plays the role of a safety valve allowing to release the pressures of labor force surplus causing chain reactions (indirect) associated with unemployment decrease. The discussions has known developments especially in the field of economic sciences, in the theoretical background supplied by neoclassical economy. The opinion of unconditioned positive effect supported by some experts immediately passed in its original form in public discourse, creating a kind of myth of beneficial impact of migration upon development. The biggest problem generated by this view is, just like in the case of other similar "beliefs", the high expectation of governing people in self regulation, under the migration impact, of unbalances on the labor force market and drawing-up new public policies in accordance with this view. The previous talk about migration effects upon labor force does not include a specification regarding the features of leaving ones. This is an essential variable, even if we take into consideration only the tendency of developed countries to stimulate migration in accordance with their own needs (development). Highly qualified individuals migration (the so-called brain drain) is such a displacement type. In this case, effects, speaking in absolute terms, are net unfavourable for the origin country. The investment for training these individuals, as well as the potential they have for development are a loss. Things are different in this case also. There are authors claiming that brain drain type migration may lead to a stimulation of involving education up to high levels (due to the possibility to migrate). If migration is strong enough to stimulate this effect, but low enough (as volume) for some of the highly qualified to remain in the country, then migration has a positive effect.
